NAIROBI, Kenya (AP) — Congo’s president wants the world’s second largest United Nations peacekeeping force to move up its departure from the country, starting this December, saying it has failed to rein in conflicts in the country’s east.President Felix-Antoine Tshisekedi in an address to the annual United Nations gathering of world leaders on Wednesday accused the 17,000-strong peacekeeping mission of being unable to confront the conflicts in eastern Congo that are “tearing apart” the central African nation. After a quarter-century of peacekeeping efforts, “it’s time for our country to take its destiny fully in hand” and become the leading security force in Congo, he said.Moving up the start of the peacekeeping mission’s “accelerated retreat” by a year, from December 2024, will help ease deadly tensions in the region, said the president, who is seeking a second term at a general election in December.Eastern Congo, far from the capital, has long been overrun by dozens of armed ...Powerball jackpot climbs to 8th-largest ever after no one wins prize

The European Commission has approved an approximately €44.7 million (PLN 200 million) Polish scheme to support the corn production sector in the context of Russia's war against Ukraine. The scheme was approved under the State Aid Temporary Crisis and Transition Framework, adopted by the Commission on 9 March 2023 to support measures in sectors which are key to accelerate the green transition and reduce fuel dependencies. The new Framework amends and prolongs in part the Temporary Crisis Framework, adopted on 23 March 2022 to enable member states to support the economy in the context of the current geopolitical crisis, already amended on 20 July 2022 and on 28 October 2022.Under the scheme, the aid will consist in limited amounts of aid in the form of direct grants. The purpose of the measure is to support agricultural producers that, in 2022 or 2023, at least once did not receive payments for corn sold to entities purchasing and trading cereals, and that are at risk of losing financ...Bridge: Sept. 21, 2023

Marty Bergen is a writer and teacher who recently entered the ACBL’s Hall of Fame. He is a champion player, semi-retired from competing now. He may be best known as an influential bidding theorist and the originator of “Bergen raises” and other innovative treatments. As today’s deal shows, he is no slouch as declarer.Bergen played at four hearts, and West led the king of diamonds. Bergen played low from dummy, won the next diamond and, looking a few tricks ahead, ruffed a diamond. He drew trumps and led a spade.LAST DIAMONDWest played low, and when dummy won, East signaled with the seven, suggesting a doubleton. Bergen then ruffed dummy’s last diamond and led another spade. West took the ace and was end-played: He had to take his ace of clubs, and Bergen had the rest. The deal arose in a team match, and at the other table, the declarer at four hearts neglected to ruff any diamonds in his hand. Then West retained some exit cards and could avoid the end pl...Word Game: Sept. 21, 2023

The American Israel Public Affairs Committee, the country’s most influential pro-Israel lobbying group, is recruiting candidates to challenge progressive members of the Congressional Black Caucus in primaries next year. The CBC has been silent on the AIPAC bid to challenge at least three of its members who are part of the so-called Squad, a loose group of progressive representatives. According to media reports and The Intercept’s investigation, the only incumbents AIPAC has targeted so far in this election cycle are CBC members. The CBC’s silence on the electoral challenges reflects the divide among Democrats on Israel — with progressives increasingly willing to buck Capitol Hill orthodoxies and speak up for Palestinian rights — and fundraising dynamics among caucus members. AIPAC has endorsed more than half of CBC members. The AIPAC-backed members of the caucus, some 31 lawmakers, have received a previously unreported total of at least $3.6 million from AIPAC since February 2022, acc...Uninvited and Unaccountable: How CBP Policed George Floyd Protests

At the outset of the coronavirus pandemic, Customs and Border Protection encouraged officers to consider more lethal force when making arrests to protect themselves against the highly contagious virus, according to newly uncovered agency documents.“Frequently, the necessity to use force, especially less-lethal force, requires an officer or agent to be in direct proximity and in personal contact with individual(s),” reads an April 2020 CBP memo. “If an officer or agent reasonably believes a subject may be infected with COVID-19, the threat of transmitting the virus to resist or evade arrest should be considered when establishing the immanency of a threat and the resulting determination of objectively reasonable force.” The memo listed “electronic control weapons” (stun guns like Tasers) and “compressed air and munition launchers” (guns with rubber bullets) as tools that CBP officers could use from a safe distance. In the coming months, CBP officers would join the sprawling law en...Latest news
